The specific goals of this 2004 evaluation are to: (1) determine the level to which the campaign penetrated public consciousness and influenced intentions and/or behavior (2) evaluate the effectiveness of the campaign in reaching residents identified as key target groups and (3) provide insights based on key learnings. |
