Objective:
The objectives of this research project are to: (1) identify and establish the statistical needs of personnel in State and Tribal environmental management agencies (target audience); and (2) prepare, and test various means (traditional, electronic, and web-based) of delivering relevant information to the target audience.
Progress Summary:
The first two units of the planned learning materials, on “Why Sample?” and “How to Sample”, were drafted and tested this year. The interface and preliminary content was tested at an evaluation gathering August 13, 2003 at Oregon State University. Summarization of the findings is in progress. Personnel affiliated with Colorado State University’s Office of Instructional Services assisted in the development of the materials; this collaboration will continue.
The tribal needs assessment by Water Quality Technology, Inc. has been completed. A copy of the assessment was forwarded to EPA and the report is available on the Web. Contacts were made with EPA personnel (Regions 8, 9, and 10; Western Ecology Division/National Health and Environmental Effects Research Laboratory), and tribal representatives.
The Center Director participated in the all-hands meeting of the Atlantic Coast Environmental Indicators Consortium Estuarine and Great Lakes (EaGLes) Project in Charleston, SC, May 28 - 29, 2003. The Director also participated in the EaGLes Conference, Annapolis, MD, December 4-6, 2002. He gave a talk on metadata and participated in an evaluation of analyses of case studies.
The Director participated in the conference “Spatial Statistics: Integrating Statistics, GIS, and Statistical Graphics,” held October 17-19, 2002, in Seattle, WA. It was sponsored by the Statistics and Environment Section of the American Statistical Association and the National Research Center for Statistics and the Environment.
Future Activities:
The following activities are planned for the next reporting period:
- Case studies will be developed and available for initial evaluation for next year’s conference.
- The learning materials evaluation will be summarized and made available to interested parties.
- The STARMAP Director will continue to coordinate outreach activities with the National Water Quality Monitoring Council, with several EaGLes Centers (ACE-INC, CEER-GOM, and GLEI), the Southern California Coastal Water Research Program, the San Francisco Estuary Institute, Oregon State University, and other agencies.
- The Director will nurture contacts with various state and tribal entities as opportunities develop, including anticipated collaborations with the Northwest Tribal Water Quality Council, ORD’s Tribal Science Council, Office of Water’s Watershed Institute, and the Northwest Indian Fisheries Commission.
- Students will be involved in this project as appropriate; Gerald Scarzella, a Masters student in statistics at Colorado State University has been involved this year. His final exam is scheduled for November 11, 2003.
- The Director will contact high school teachers of Advanced Placement statistics to facilitate recruitment of students into undergraduate statistics majors/concentration as part of an effort to eventually recruit more graduate students into environmental statistics. He will be assisted by Elizabeth Koehler, a CSU statistics undergraduate, in this effort.
- The outreach effort will be documented in suitable outlets.
