Description:
The objective of this effort is to develop the elements of a policy framework that will spur the adoption of technology for pollution prevention. Through a set of research tasks, background papers, and the active engagement of key stakeholders, this project is examining sectoral approaches to policy reform that feature better information on the environmental performance of products and processes. The ultimate goal is to provide practical guidance for federal and state policy makers, firms, and others in the transition to performance-based policies in the computer and electronics industry and beyond.This project consists of a set of closely interlinked activities. These include: (1) creating a small advisory committee (working group) with representatives from the electronics industry, government, and nongovernmental organizations to guide, monitor, review and critique the project outputs; (2) organizing activities (e.g., background papers, meetings) on key points of leverage within the existing business processes and the regulatory system common to this sector; (3) identifying barriers to performance-based systems, and opportunities for overcoming them; (4) developing elements of an alternative policy framework for this sector; (5) drafting a plan for implementing these changes; (6) analyzing the applicability of these recommendations beyond the computer and electronics sector; and (7) launching an action-oriented outreach effort to inform policy makers and policy shapers of the project's findings.
