Description:
The purposes of the project include: (1) developing an understanding and documenting the effects of Title V administrative compliance burdens on adoption of technology, and (2) in partnership with the Georgia Department of Natural Resources and the Georgia Environmental Technology Consortium, developing and implementing guidelines for improving the efficiency and effectiveness of Title V permitting and, in turn, enhancing the likelihood of technological innovation though use of the Synthetic Minor approach to compliance. The study will focus not only on Georgia but four other states, examining implementation data obtained from both state governments and industry. Using mailed questionnaires implemented in a panel survey design, as well as on-site case studies, information will be developed about companies' approaches to compliance with Title V, compliance burden and costs. The researchers will test hypotheses about determinants of those costs (and perceived benefits) and, through statistical modelling, will explain effects of Title V implementation on the choice to adopt innovative technology and other approaches to mitigating air emissions.Publications and Presentations:
