Objective:
The goal of this project is to identify a procedure to facilitate modifications in some types of military specifications that will encourage process changes or changes in materials used in manufacturer of military weapons systems leading to reduction in use of hazardous materials. Executive Order 12856 requires 50% reduction in TRI chemicals overall by the Army. In addition, the Executive Order clearly emphasizes the continued introduction of source reduction opportunities.
Summary/Accomplishments (Outputs/Outcomes):
Rationale: The practice in DoD procurement operations is to require that many articles to be purchased are manufactured according to precise directions outlined in various types of military specifications. While this system has worked well in producing reliable and interchangeable components, there is some concern that the rigidity of the system does not easily allow manufacturers to make process changes that yield comparable product quality while using reduced quantities of hazardous materials. There is official encouragement to identify opportunities to make such changes. Investigation of possible systematic approaches to discover possible opportunities for changes in manufacturing processes and to initiate any necessary modifications in specifications is expected to be beneficial.
Approach: The strategy developed has been to work very closely with personnel at Picatinny Arsenal to identify specific areas of opportunity for source reduction that are high on Army priority lists. Two areas have been identified for consideration of changes in requirements for use of hazardous materials. The first-use of hazardous chemicals in laboratory analytical operations-has been investigated during this period. The second-use of hazardous materials in the manufacture of ammunition-will be considered during the second year of this project. During this period detailed examination of computer printouts of required laboratory operations will result in identification of frequency of specified use of various hazardous materials. Based on this frequency, one chemical will be identified as a candidate for suggested changes in laboratory procedures. Further examination of the detailed application and development of suggestions for alternate analytical techniques will complete this phase of the activity. Ultimately, a procedure for modification of the military specifications to allow these changes will be identified, in association with the Industrial Ecology Center at Picatinny Arsenal.
Status: During this period, ethyl ether was selected as the laboratory chemical to be considered for source reduction in laboratory applications. Examination of all of the use requirements within the military specification under the auspices of Picatinny, indicated that most of the applications were for rinsing a higher boiling solvent from a precipitate prior to drying. In general, most of the analytical procedures appeared to have been developed several years ago and made use of gravimetric techniques. It appears that changes to instrumental analysis would result in most cases in use of smaller quantities of samples, reduced amounts of laboratory chemicals, and faster analyses. Where such changes cannot be made, it is expected that in most cases, elimination of the ether washing of the precipitate, where sample drying is done overnight in an oven will not affect the quality or reliability of the analytical result. Other types of use of ether primarily use the solvent as an extractant. Other solvents, not appearing on the TRI list can be substituted.
Client/Users: The immediate client for the results is the United States Army Industrial Ecology Center at Picatinny Arsenal. The approach developed of examining specifications, seeking alternative approaches that reduce requirements for use of hazardous materials, and identifying the procedures leading to changes in the specifications will have wider uses throughout DoD, and within the industrial community that supplies defense-related materials.
