Description:
The purpose of this project is to apply in a self-critical fashion a particular theory of policy change?the advocacy coalition framework (ACF)?to San Francisco Bay/Delta water policy over the past three decades. This will involve:
- Content analysis of approximately 450 testimonies at 40 hearings to analyze the content and stability of the belief systems of important organizations and how they can be grouped into coalitions.
- Conduct interviews with coalition leaders to understand how they have coordinated their behavior with prospective allies, both in general and in several specific controversies.
- Use interviews and documents to analyze several professional fora for promoting consensus and learning across coalitions, with particular attention to several ACF hypotheses concerning the conditions conducive to successful vs. unsuccessful fora.
- Compare the findings from the content analysis of Bay testimony to that of similar studies of Lake Tahoe and U.S. autonomitive pollution control policy, as well as surveys of Bay and Tahoe policy elites.
