Objective:

The goal of the Center is to provide innovative data, demonstrations, and tools to catalyze a paradigm shift in the water quality community; one where nutrients (N&P) are not regarded as wastes, but rather valuable resources and an integral part of a sustainable managed system that includes the nutrients, energy, and water. WERF will administer the Center. All research activities will be led by university researchers and conducted by teams of subject matter experts at universities, wastewater utilities, non-profit community organizations and commercial animal facilities. This proposal contains four named academic subawards and three requests for proposals to be administered through WERF's competitive process. The Center’s communication and outreach to the broad water quality stakeholder community will be supported by several well-respected national organizations and institutions.

(1) Develop the science on source control, treatment optimization and nutrient recovery across multiple sectors and convey it in a manner that will support its use to achieve beneficial health and environmental outcomes; (2) Demonstrate the technology and process performance results and data to support their implementation; and (3) Evaluate social, economic and environmental costs, benefits, acceptance and implementation in each of the projects.

Approach:

Seven multidisciplinary, integrated projects focused on major components/ sources of nutrient impacts on water quality; i.e., households (and other small units); centralized wastewater treatment plant discharges; urban stormwater; and agriculture runoff. The Center will function as a matrix program supporting nutrient management projects including those within four existing WERF research programs: Resource Recovery, Nutrient Removal, Sustainable Integrated Water Management, and Energy Production and Efficiency. This approach will ensure that the Center’s projects will be informed by the most up-to-date water quality research in each thematic area and leverage existing WERF funding.

Expected Results:

  • Research findings that will inform the long-term attainment of sustainable water management.
  • Better collaboration and communication by scientific community, facility owners/operators, policy makers, and the public at the intersections of wastewater, drinking water, stormwater, and agriculture.
  • Technology advances to reduce nutrient contamination from wastewater, agricultural and urban runoff.
  • Increased community acceptance of resource recovery technologies and practices.
  • Encourage and support for “young professionals” to continue to look for and implement improvements.
  • Guidance to encourage and support broad adoption of improved, sustainable nutrient management.
