Objective:
With support from the U.S. Environmental Protection Agency (EPA) Science To Achieve Results (STAR) Estuarine and Great Lakes (EaGLe) Program, researchers from the University of North Carolina-Chapel Hill, the University of Maryland, the University of South Carolina, the Marine Biological Laboratory, and the National Oceanic and Atmospheric Administration (NOAA)-Beaufort Laboratory are developing and testing broadly applicable, integrative indicators of ecological condition, integrity, and sustainability across four distinct and representative estuarine systems on the Atlantic Coast of the United States. Included are the nation's two largest estuarine complexes, Chesapeake Bay, Maryland/Virginia, and Albemarle-Pamlico Sound, North Carolina; a small estuary, the Parker River, situated in the Plum Island National Science Foundation (NSF) Long-Term Ecosystem Research (LTER) site, Massachusetts; and a tidal estuary in the southeast Atlantic Bight, the North Inlet, South Carolina. These sites are representative of three primary producer bases- intertidal marsh (Plum Island and North Inlet), plankton dominated (Chesapeake Bay and Pamlico Sound), and seagrass dominated (portions of Chesapeake Bay and Pamlico Sound). They contain pristine and anthropogenically impacted waters and have ongoing, long-term water quality/habitat monitoring programs in place, serving as the data for indicator development and testing.
The primary objectives of the research project are to: (1) enhance the archive of existing data for these systems with remotely sensed and time-series information on key variables; (2) exploit detailed knowledge of ecosystem structure and function to synthesize this archive and develop candidate indicators; and (3) test the ability of these indicators to gauge ecosystem health and unambiguously detect trends resulting from natural variability (e.g., floods, droughts) and anthropogenic stresses (e.g., nutrients and other pollutants, sediments) across multiple estuaries.
Our research plan includes the development of:
- Indicators of microalgal and macrophyte communities controlling primary production.
- Indicators capable of determining plankton and fish community structure and function (i.e., indices that relate to trophic transfer and sustainable higher trophic levels).
- Biological indicators coupled to physical-chemical and remote sensing assessments of ecosystem function, trophic state, and change.
- Indicators and assessments within a national coastal indicator framework (EPA-EaGLe Program) by establishing collaborations with other EaGLe Centers and EPA/NSF/NOAA-supported ecological indicator research efforts.
These indicators form the backbone of ecosystem, regional, and national water quality; habitat assessment; and living resources monitoring and modeling efforts. These indicators serve to calibrate and ground-truth aircraft and satellite remote sensing of estuarine and coastal resources, including plant community structure, function, and ecological health (Figure 1). These phytoplankton, marsh, and seagrass proxies will be linked with metrics of trophic structure to provide indicators of living resources status.
Progress Summary:
We have collaborated our efforts with other EaGLe Centers, EPA, and other Cooperative Centers, including:

- Developing molecular indicators of nitrification and N-cycling dynamics in coastal waters (with T. Hollibaugh, PEEIR; J. Dyble and W. Litaker, NOAA-Beaufort Laboratory).
- Applying statistical approaches for utilizing phytoplankton functional group as indicators of hydrologic and nutrient forcing features in estuaries (with R. Regal, University of Minnesota-Duluth, GLEI).
- Applying neural network analysis to classify land cover.
- Participants in the NSF-sponsored National Center for Airborne LiDAR Mapping (NCALM) to create a LiDAR DEM of the North Inlet marsh.
- Developing biomass size spectra approaches to categorize ecosystem status (with C. Rakocinski, CEER-GOM).
Hans Paerl co-chaired the Special Session SS02: "Indicators of Environmental Condition and Change Along the Freshwater-Marine Continuum" at the American Society of Limnology and Oceanography 2004 Summer Meeting held in Savannah, GA, June 15, 2004. The day-long special session included 17 oral presentations and 12 poster presentations. It focused on the ever-growing need for the development and deployment of physical, chemical, and biological indicators of environmental condition and change. In particular, indicators that can span the broad spatial and temporal ranges characterizing this continuum. It also addressed indicators that can couple ecosystem structure to function and are capable of being linked to evolving remote sensing technologies to facilitate "scaling up" assessments of ecological condition and change.
EaGLe Data and Metadata Archiving
The Atlantic Coast Environmental Indicators Consortium (ACE INC) data coordinator, L. Valdes, has continued to work closely with the EaGLe Data Management Committee (EDC) to archive the data (and associated metadata) collected by ACE INC investigators during the funding period. The EDC, which is comprised of one data manager from each EaGLe research center, was created immediately following the 2002 EaGLe Annual Meeting, where the need to archive and store the large amounts of high-quality EaGLe data became apparent. The data will be made available to future investigators. This was particularly necessary for the long-term monitoring datasets that can be used as important baseline information in future studies.
A total of 53 experimental and environmental monitoring datasets were generated by the ACE INC component projects (Table 1). As we near the end of the project, metadata has already been created for the majority of these datasets. Proper metadata, or information about the dataset, is necessary to make the datasets useful and to ensure their correct interpretation in the future. It includes items such as purpose of data collection and station selection; geographic, temporal and taxonomic coverage; and units, methods, and quality control. The metadata for these 53 datasets are currently being entered by L. Valdes and H. Marshall into the Web-based metadata tables developed by the EDC in collaboration with EPA's Environmental Information Management System (EIMS) and the Computer Sciences Corporation.

This collaborative effort between the five EaGLe research centers (GLEI, CEER-GOM, PEEIR, ASC, and ACE INC) will ensure the preservation of these valuable datasets beyond the completion of the project. The EaGLe-developed data and metadata archival system is expected to be used and adopted by other projects funded by EPA, thereby allowing EPA to retain the data that is collected through its funding, and readily provide it to the public for their benefit.
Future Activities:
The 53 metadata tables will be uploaded and archived with their corresponding datasets on the EPA's EIMS by the end of summer 2005. At that time, the data will be made available only to project investigators as they work on publishing their results. By January 2008, datasets approved by the investigator will be made available to the public via the EIMS EaGLe Web portal.
