Description:
The project will address problems associated with impaired surface water bodies in the Lower Raritan River Watershed Management Area of New Jersey. More specifically, it will target the Raritan River at and downstream from Highland Park Borough of Middlesex County, New Jersey. Water quantity and quality problems will be improved by designing implementing accepted stormwater management techniques, namely engineered stormwater best management practices (BMPs) and pollution prevention plans, in an effort to meet New Jersey's Pollutant Discharge Elimination System (NJPDES), Total Maximum Daily Load (TMDL), and Stormwater Management Rule requirements. The designs are intended to divert and manage stormwater runoff from connected impervious surfaces and traditional stormwater drainage systems to prevent pollutants from entering the existing stormwater systems in Highland Park. The stormwater management designs are intended to address Highland Park's Sustainability Initiative, a plan that outlines goals for an environmentally, economically and socially sustainable future. The overall goal of the plan is to apply sustainability concepts to urban life providing environmental conservation, economic revitalization and improved quality of life. The proposed design project will build upon the existing groundwork set by the Borough by preparing site specific plans, and identifying long term sustainability goals with regard to stormwater. The design plan will be developed by Rutgers University Bioresource Engineering undergraduates and Urban Planning graduate students under the direction of faculty advisors. The project will partner with stakeholders at the Rutgers Bloustein School, Middlesex County, Rutgers Cooperative Extension, and the Borough of Highland Park.
