2024 Progress Report: FLEETS for All: Facilitating Local Electrified Energy and Transportation Services for All

EPA Grant Number: R840555
Title: FLEETS for All: Facilitating Local Electrified Energy and Transportation Services for All
Investigators: Bielicki, Jeffrey M , Gingerich, Daniel B , Hood, Darryl , Le, Huyen , Jacquet, Jeffrey , May, Andy , Best, Kelsea
Institution: The Ohio State University
EPA Project Officer: Chung, Serena
Project Period: July 1, 2023 through May 12, 2025
Project Period Covered by this Report: July 1, 2023 through June 30,2024
Project Amount: $1,120,313
RFA: Drivers and Environmental Impacts of Energy Transitions in Underserved Communities. (2022) RFA Text |  Recipients Lists
Research Category: Watersheds , Endocrine Disruptors , Environmental Engineering , Environmental Justice , Social Science , Air Quality and Air Toxics , Air

Objective:

The objectives are (1) partnering with underserved communities in the Columbus Metropolitan Area (CMA) to understand their needs for electrification and mobility and evaluate the effectiveness of current efforts; (2) develop strategies to guide transition investment and deployment to improve health, environmental, and social conditions over time for CMA communities across the urban-exurban-rural gradient; and (3) understand how knowledge, perception, and values vary and design and evaluate informational interventions that inform individual and domicile-level decisions.

Progress Summary:

(1) Completed more than 70 interviews; (2) begun to collect and process secondary data from Ohio Department of Transportation (ODOT) and Ohio EPA; (3) established capacity with Motor Vehicle Emission Simulator (MOVES4) model and RLINE (near-road dispersion model); (4) become proficient with Community Multiscale Air Quality (CMAQ) model; (5) nearly completed lifecycle inventories for battery-electric vehicles, BEVs, and for internal combustion engines (ICEs); (6) developed scenarios to address environmental justice in siting electricity generating facilities; and (7) made substantial progress on capacity-expansion modeling.

The Principal Investigator gave presentations on the FLEETS for All project at the American Association of Geographers annual conference (April, 2024), the Civil, Environmental, and Geodetic Engineering CoNEXT (November, 2023), the John Glenn College of Public Affairs Colloquium (October, 2023), and the Association of Environmental Engineering and Science Professors biannual research and education conference (June, 2023).

Future Activities:

(1) Continue interviews, conduct focus groups, and implement survey or residents in marginalized communities; (2) produce emissions scenarios from MOVES and RLINE and integrate into CMAQ; (3) complete lifecycle inventories; (4) begin system dynamics modeling for adoption of electrified energy and transportation; and (5) initiate cost-effectiveness and decision-analytic investigations to determine viabile options.
