Objective:

As implementation of the federal Subtitle D solid waste regulations (and their state equivalents) proceeds, local governments have begun to feel the impact from the increased cost of waste disposal. UWMRC has played a role in a number of studies to determine if there are viable alternatives for waste treatment and disposal that offer equivalent environmental protection at a lower cost. One of these studies invlolved a review of the landfill design for a local government, Jefferson Parish.

UWMRC was asked by the Parish President and the Parish Council to review the bid specifications for the Parish's new Subtitle D landfill to determine if the design exceeded the minimum requirements of state regulations and, if so, to offer possible cost saving alternatives. The main conclusion of the study was that, although the landfill liner met the minimum standards set by the State of Louisiana, exemptions for less- costly alternative liners had been approved elsewhere in the state. UWMRC recommended to the Parish Council that it pursue an exemption to allow an alternative liner, thereby possibly achieving lower construction costs and reducing the amount of airspace used by the liner. Other aspects of the design reviewed by UWMRC included a leachate force main to transfer effluent from the treatment lagoons to the publicly owned treatment plant, fencing requirements, and possible redesign of the administration building/scale house.
