Urban Soil Lead Abatement Demonstration Project: Volume I, U.S. EPA Integrated Report

The Urban Soil Lead Abatement Demonstration Project (USLADP), known also as the A Three City Lead Study,was authorized in 1986 under Section 111(b)(6) of the Superfund Amendments and Reauthorization Act (SARA), which mandated that EPA conduct soil lead abatement projects in up to three U.S. cities (SMSAs). The purpose of the project was to determine whether abatement of lead in soil could reduce the lead in the blood of inner city children. The project began in December 1986 with the appointment of a U.S. EPA steering committee to develop recommendations for implementing the SARA lead-in-soil abatement demonstration project. A panel of experts was formed in early 1987 to assist U.S. EPA in defining a set of criteria for selection of sites and the minimum requirements for a study at each site. The panel also met in mid-1987 to discuss technical issues and study designs and to evaluate technical criteria for selection of urban areas as potential soil-lead abatement demonstration project sites, ultimately leading by the end of 1987 to the selection of Boston, Baltimore, and Cincinnati as the participating cities. Protocols for the environment and blood lead measurements were developed by a Scientific Coordinating Committee composed of representatives from each citys research team, three pertinent EPA Regional Offices (I, III, V), EPA/Office of Solid Waste and Emergency Response, EPA/Office of Research and Development (ORD), and the CDC. Lead responsibility for coordinating technical oversight for the project fell to EPA/ORD.
