The defendants were involved in widespread failure to adequately wet asbestos containing materials (ACM) at various locations in Illinois and Iowa. They issued refresher training certificates to individuals who did not attend the requisite training. The defendants also submitted of those false certificates to the Illinois Department of Public Health for licensing purposes.

February 10, 1999
Bertelson was charged in an Information with one count of violating CAA {42 U.S.C. 7413 - knowingly violates}. He pled guilty to the count.

March 16, 1999
Rapp was charged with one count of violating the CAA {42 U.S.C. 7413}, he pled guilty to the charge.
June 18, 1999
Bertelson and Rapp were each sentenced to 15 months incarceration, 36 months probation, ordered to pay a special assessment fee of $100 and a federal fine of $1,800.
August 19, 1999
Roseman and Talbot were both indicted on violating 18 U.S.C. 2. Roseman was charged with four counts, Talbot with two counts.

September 9, 1999
Cook, Coutts, Wright and Curry Environmental were all charged in Informations with violating the CAA. Each was charged with one count, they also pled guilty to that count.
January 21, 2000
Talbot pled guilty to the two counts charged in the indictment. Cook was sentenced to six months home confinement, 36 months probation, and a $20,000 federal fine. Coutts was sentenced to four months incarceration, 36 months probation and ordered to pay a $100 special assessement fee. No fine was imposed on Coutts. Wright was sentenced to five months incarceration, 24 months probation and ordered to pay a $100 special assessment fee. No fine was imposed. Curry Environmental was sentenced to 60 months probation, ordered to pay a special assessment fee of $1,200 and a $1 million federal fine.
May 31, 2000
Roseman pled guilty to the four counts charged in the indictment.
August 8, 2000
Talbot was sentenced to 24 months probation. No fine was imposed.
September 27, 2000
Roseman was sentenced to nine months incarceration, 12 months probation, ordered to pay a $25 special assessment fee and a $3,000 federal fine.
September 27, 2001
Corder was charged in an Information with one count of mail fraud, a violation of 18 U.S.C. 1341.

December 7, 2001
Corder pled guilty to the one count of mail fraud.
April 5, 2002
Corder was sentenced to 24 months probation, ordered to pay a special assessment fee of $1,600, a federal fine in the amount of $5,000 and restitution in the amount of $1,600: Care Supply received $400 and IDM Environmental received the remaining $1,200.
