Walter Clews was one of two members and principal manager of American Homeowner Services (AHS). AHS was accredited as a lead-based paint (LBP) abatement services contractor by the Maryland Department of the Environment. Between May 2010 and June 2014, AHS conducted LBP inspections on hundreds of residences in Maryland at an average cost of $300-$400. Clews and AHS procedures for generating inspection reports and lead-free certificate violated the regulations.

Clews was sentenced to serve 12 months of probation and sentenced to pay a $10,000 fine.
