Adkins is the President and co-owner with Mayhan, who is also the Vice-president of Amtech Corporation. Amtech is a manufacturer of oil field chemicals. The defendants delivered drums of hazardous wast to M&M Drum company where the contents of the drumswere poured into the Oklahoma City sewer system. Drums of hazardous waste were also dumped in a field in Asher, Oklahoma and stored and buried at another site.

The defendants were indicted on violations involving the CWA {33 U.S.C. 1317} and RCRA {42 U.S.C. 6928 - illegal transportation and disposal}. They all pled guilty to the charges.

January 4, 2001
Adkins was sentenced to six months incarceration, 36 months probation and ordered to pay a $25,000 federal fine.
January 26, 2001
Mayhan was sentenced to 36 months probation, ordered to pay a special assessment fee of $25 and a federal fine in the amount of $10,000.
