The defendant was involved in the development of the Dorchester Neighborhood in St. Charles County, Maryland. They illegally filled in a wetlands area on either side of a stream that flows into the Port Tobacco River, which is a tributary of the Potomac River.

August 26, 1999
Interstate was charged in an Information with four counts of violating the CWA {33 U.S.C. 1311(a) and 33 U.S.C. 1319(c)(2)(A) - knowing violations}. The company pled guilty to the charges.
November 22, 1999
Interstate was sentenced to pay a $200 assessment fee and fined $1.5 million with $1 million to be paid in cash and the remaining $500,000 coming in the form of donated land which will be used as part of the wetlands restoration project contained in the civil settlement which includes a civil fine of $360,000.
