| Abstract: | Equipment and facilities associated with oil recycling, including processing equipment, storage tanks, and waste oil storage lagoons were installed and constructed. The recycling refining operation was continued until early 1986, when site activities were stopped. Several acres of the site were formerly used as two lagoons to settle wastewater sludge generated by the facility's oil recycling process. Ten days of heavy rains caused the lagoons to overflow and breach containment and three million gallons of sludge waste released and carried over the northeastern portion of the site. Tropical Storm Agnes caused the Schuylkill River to overflow its banks and inundate the entire lagoon complex. An estimated six to eight million gallons of sludge oil was released and carried by flood waters over the site. After this release, the lagoons were drained and backfilled. |

The selected remedy for this Operable Unit 2 Record of Decision Amendment is stabilization. The stabilization remedial alternative involves the excavation of the diatomaceous earth filter cake waste in Source Area 2 and the contaminated sediments in Source Area 9. These materials would be treated on-site using a lime-based stabilization technology and the residuals created by the stabilization process would be disposed of by landfilling those residuals into the Source Area 2 excavation as was called for in the June 1989 ROD. The Source Areas would then be covered or capped. Stabilization is generally described as being a process which acts to reduce the solubility or mobility of the contaminants. Stabilization involves adding materials that fully or partially maintain the hazardous constituents in a highly immobile form. The fundamental mechanisms of stabilization include macro- and micro-encapsulation, adsorption, and absorption. Stabilization of wastes can form a material of high structural integrity.
