Citation:

Wilson*, E J., D. W. Keith, AND Wilson. CONSIDERATIONS FOR A REGULATORY FRAMEWORK FOR LARGE-SCALE GEOLOGIC SEQUESTRATION OF CARBON DIOXIDE: A NORTH AMERICAN PERSPECTIVE. Presented at 7th International Conference on Greenhouse Gas Control Technologies, Vancouver, BC, CANADA, September 05, 2004.

Impact/Purpose:

To inform the public.

Description:

Large scale geologic sequestration (GS) of carbon dioxide poses a novel set of challenges for regulators. This paper focuses on the unique needs of large scale GS projects in light of the existing regulatory regimes in the United States and Canada and identifies several different approaches that might be considered. What form future regulations assume, what entities are involved in project approval and on going oversight, how cooperative or adversarial the regulatory process is, and how many opportunities are presented for litigation and the other third party interventions can together be critically important in determining the economic attractiveness and social feasibility of carbon management.
