This edition of Global Change Research News focuses on the publication of the new Our Changing Planet: The FY2000 U.S. Global Change Research Program. This annual report to the Congress was prepared under the auspices of the President's National Science and Technology Council. It contains the implementation plan and budget overview for the U.S. Global Change Research Program (USGCRP). The report provides a vision and perspective for the decade ahead and sets the stage for Global Change Research in the 21st century. It notes that the USGCRP "stands at the threshold of a major transition."
