ENVIRONMENTAL INVESTIGATIONS BRANCH STANDARD OPERATING PROCEDURES, 2001

Impact/Purpose:

This document contains the standard operating and field quality assurance procedures used by Region 4 field investigators. The SOP outlines standard field protocol in areas of hazardous waste investigations of CERCLA and RCRA sites, Ambient Air Monitoring evaluations and audits, Clean Water Act Compliance Monitoring Inspections, and Criminal Investigations. This manual will be provided to each Region 4 employee responsible for conducting field investigations for activities contained in these Standard Operating Procedures (SOP). This document is utilized as guidance for the Region 4 States as well as the private sector.

Description:

The Environmental Investigations Standard Operating Procedures details standard field protocol in areas of Hazardous Waste Investigations under CERCLA and RCRA, Clean Water Act Inspections, Clean Air Act investigations, and Criminal Investigations. The manual originated in 1980 with the title Engineering Support Branch Standard Operating Procedures and Quality Assurance Manual and was revised in 1986 with the same title and revised again in 1991 with the title, Environmental Compliance Branch Standard Operating Procedures and Quality Assurance Manual. The specific procedures outlined in the manual are based on the experience of Region 4 field investigators. For the collection of field samples, all procedures contained in this document are in accordance with EPA approved methods.
