JOINT WORLD BANK INSTITUTE/EPA CHINA WORKSHOP ON ENFORCEMENT AND COMPLIANCE - E&C ROLES IN DEALING WITH CURRENT AND PROJECTED MAJOR ENVIRONMENTAL ISSUES IN CHINA'S ECONOMIC DEVELOPMENT

Impact/Purpose:

To train central managers and senior field staff in issues of Enforcement and Compliance. To establish dialog on China statutory development. To establish dialog on China environmental issues.

Description:

The World Bank Institute (WBI) provides funding for economic development in China. Modules of this funding are specifically dedicated for environmental protection projects. One of these modules is the development of compliance and enforcement. This is broken down into identification of problem areas and the attendant development of appropriate statutory authorities, economic and technical funding and development, compliance strategies and enforcement capacities. Between May 25th through May 30th of 2001, representatives from WBI, the US EPA National Enforcement Training Institute (NETI), the United Nations Environmental Program, and EPA Region 10, met with 45 members of china's Environmental Protection Bureau (EPB), the Shanghai Academy of Environmental Sciences (SAES), and the State Environmental Protection Administration (SEPA) at the SAES in Shanghai. Methods of capacity building for monitoring environmental issues, economic benefit and risk analysis, a review of existing statutory authorities and needs, urgent goals, and alternative methods of achieving compliance through both carrot and stick strategies were identified. A set of urgent needs were identified. Areas included river pollution, soil erosion, particulate pollution, dam project, training of inspectors, endangered species, ecosystem assessment and rising sea level due to global warming.
