US EPA REGION 10 EJ INITIATIVE: NEEDS ASSESSMENT/SUMMIT

Impact/Purpose:

TThis Regional project will:

(1) encourage key stakeholders equally to identify issues, actions to address those issues, steps and tools they believe would help to increase dialogue, understanding and achieve desired outcomes related to environmental protection and human health issues having an impact on farm workers;

(2) encourage/facilitate the constructive dialogue necessary to carry out these objectives; and

(3) assess the nature and extent of any gaps relating to environmental protection and farmworker health and safety in Oregon and Washington identified through the process contemplated above, and develop recommendations for further agency action based on this needs assessment.

Description:

Milestones for Phase 1 (Needs Assessment) of the Initiative. Within 6 months, Region 10 will complete a written report that

  1. identifies the key stakeholders,
  2. identifies the issues and causes of conflict from the perspectives of those stakeholders as interviewed,
  3. identifies actions the stakeholders recommend to meet the project objectives, including what they believe would be the most beneficial and successful ways to address issues and/or take steps toward resolving the conflict and increasing the understanding among all stakeholders.
  4. analyzes short and long-term options available to EPA Region 10,
  5. makes recommendations for next steps, and
  6. includes a list of contacts and a bibliography.
Following completion of Phase 1 (Needs Assessment). Upon the conclusion of the Needs Assessment (Phase 1) of the Initiative, "next steps" could include implementing any mutually agreeable next step(s), including any preparatory work with stakeholders (e.g., providing educational materials, arranging and/or facilitating small group sessions with stakeholders to collaboratively determine next steps or meeting agenda).
