JOHNSTON ATOLL CHEMICAL AGENT DISPOSAL SYSTEM (JACADS) CLOSURE PLAN DEVELOPMENT

U.S. Department of Army risk-based clean closure of a chemical weapons facility. Prototype facility - first chemical weapons destruction facility to undergo clean closure

Description:

The JACADS project consists of four incinerators including a liquid chemical agent waste processor, an explosives treatment incinerator and a batch metal parts treatment unit. Its mission was to disassemble and destroy chemcial weapons and bulk chemical agent. This prototypical facility was the first in the world to perform this feat. Following operations, the most significant task was risk-based clean closure. This project was the first to develop standards for closure, in addition we helped the Army to develop a first of its kind sampling and analysis methods for both agent and agent degradation products on various media. As an update, the Army and its contractors had to return to the island for forther sampling, as one area had failed to collect usable data. The sampling has been completed, and the risk assessment and data usability study by the Army. The project is not yet complete.
