INDEXES THAT ENHANCE STRATEGIC POLLUTION PREVENTION TARGETING AND REPORTING

Indexes will be used to assess State Trends and target inefficient Industrial Sectors

Description:

Demonstrates innovative approaches to producing Green and Clean Indexes for Sectors and States using available Toxic Release Inventory (TRI) and Manufacturing Gross Product Data. The current national Pollution Prevention Measure used by US EPA is TRI Waste Managed (less recycled). Dividing this measure by Manufacturing dollars gives you a Green Index showing how much pollution is generated per dollar of production value. Similarly, a Clean Index can be calculated by dividing the TRI wastes released by the Manufacturing dollars. Combining these two databases in this way can introduce the idea of environmental efficiency or risk per dollar of economic output. Since the TRI has annual data by State and Industrial Sector and the Bureau of Economic Analysis prepares economic data annually that is available by comparable State and Sector categories, these ratios can be developed using readily available date. Further these indexes can be aggregated on an industry, state, or regional level as well as presented nationally. These indexes were also included in the national strategic plan and are performance targets.
