CREATING AN INFORMATION SYSTEM: DOES MONITORING DRIVE THE QUESTIONS OR DOES THE QUESTIONS DRIVE THE MONITORING?

Description:

This project will provide a design framework or study design to either initiate or evaluate any monitoring and assessment effort. Divided into four phases, the project begins with the creation of 15 monitoring Design Modules. Each module is based on one of the steps in the study design process and will incorporate general and state-specific information. The second phase includes the development and implementation of two pilot workshops, producing a cadre of trainers. During the second year of the project, the third phase will develop local resource teams and reach out to local watershed groups through the previously trained (Phase II) individuals. These local watershed workshops will be a series of three in-depth, progressive sessions with support from local resource teams between sessions. And, finally, the fourth phase will consist of disseminating the modules in electronic format and developing a strategy to implement similar projects in other watershed basins. Regional in scope, this proposed project will affect all six states in EPA Region 8 (Montana, Wyoming, Colorado, South Dakota, North Dakota, and Utah). A representative from each of these states is a member of the Rocky Mountain Watersheds Volunteer Monitoring Network, which promotes and supports volunteer monitoring programs at the regional, state and watershed levels.
