DEVELOPMENT OF A SPECIAL AREA MANAGEMENT PLAN FOR BOX ELDER COUNTY, UT

Impact/Purpose:

Box Elder County and local municipalities will use the results of this project.



A Special Area Management Plan (SAMP) will be developed to 1.) comprehensively direct development within the county to avoid wetland impacts and consolidate wetlands preservation and restoration, and 2.) obtain a general permit to conduct wetland regulation at the county level.

Description:

1.) Delineate all of the wetlands within the identified area and apply Utah's hydrogeomorphic model to determine the wetlands' functions and values. 2.) Local wetland planning groups will coordinate between cities and landowners within the identified area to determine future goals and areas of potential future development. 3.) Use the information from items one and two, above to develop several wetland protection/development alternatives to be reviewed by the public. 4.) Produce a Special Area Management Plan (SAMP) that includes recommended alternatives, describes potential development sites, and that describes potential mitigation and protection sites. 5.) Box Elder County will apply for a general permit (based on the SAMP) that would give the county the authority to regulate wetlands in the area covered by the SAMP ubder the Clean Water Act.
