The Technology Transfer and Support Division of the USEPA, Office of Research and Development's (ORD) National Risk Management Research Laboratory has developed this handbook, in conjunction with the South Florida Water Management District (SFWMD), to document The Living Everglades Environmental Monitoring for Public Access and Community Tracking (EMPACT) project. The purpose of the EMPACT project was to make information on the health of the Everglades more accessible and understandable to the residents, scientists, teachers, and government agencies of South Florida. This goal is accomplished through the dissemination of public information materials and establishment of an internet site called The Living Everglades. These tools serve as a public information and communication network to report the latest environmental information regarding the changing state of health of the Everglades ecosystem.

This handbook explains, in a step-by-step process, how the SFWMD created its web site, including choosing particular data features, developing the architecture to support the site (with a focus on providing map-based access to time-series data and documents), and soliciting input from stakeholders to create a user-friendly web site. ORD produced the handbook, working with the SFWMD Living Everglades Project Team, to leverage the EMPACT's investment in the project and assist other interested communities in developing similar information resources.
