Two new USEPA documents address environmental management systems (EMS) from the perspectives of government and industry and are offered as tools for understanding the process of the ISO 14000 Standards development and usefulness of an EMS approach. The first document, ISO 14001 - A Tool for Supporting Government Environmental Programs and Policies, explains the background and development of the ISO 14000 standards and the ISO 14001 Environmental Management System, providing a model, discussing the elements of environmental policy, planning, implementation and operation, checking and corrective action, management review, and ISO 14001 implementation and certification. It looks at government programs and policies, from President Clinton's Executive Order 12856, EPA's Code of Environmental Management principles, the Department of Energy's and the Department of Defense's Environmental Management Policies, other government departments and agencies, to compliance, voluntary action programs, prevention of pollution, product and process design and research and development. It concludes with discussion of pollution prevention, DfE (Design for the Environment), brownfields, redevelopement, environmental justice, compliance enforcement, voluntary consensus standards, government procurement policy and sustainability.
The second document, ISO 14001 - An Industrial Management Tool for Achieving Competitive Advantage and Environmental Compliance, explains the background and overview of ISO 14000 standards and the ISO 14001 Environmental Management System, providing a model, discussing the elements of environmental policy, planning, implementation and operation, checking and corrective action, management review, implementaiton and certification. Related industrial environmental initiatives are dicussed and integration with existing quality, health and safety programs is explored. Twnety-five examples of ISO 14001 and EMS implementation are summarized for small, medium and large industries. The final chapter looks at the benefits of implementing environmental management systems.
