VERIFYING CLEANER TECHNOLOGIES WITH EPA'S ENVIRONMENTAL TECHNOLOGY VERIFICATION PROGRAM

The US EPA's Office of Research and Development Environmental Technology Verification (ETV) Program completed its five-year pilot period in 2001. Now in 2002 lessons learned in the pilot period are being incorporated seamlessly into six operating ETV Centers which cover technology verifications for a wide spectrum of environmental technologies. Topical areas include: greehouse gas mitigation technology; drinking water treatment; air polution control; advanced monitoring systems; water quality protection; and pollution prevention, recycling and waste treatment. The ETV Program focuses only on verifying commerical-ready technologies. By October, 2001, the program had completed 164 technology verifications and 60n category-specific tesing protocols. Visits to the TTV website(www.epa.gov/etv) have grown exponentially with over 475,000 hits in 2001, makin git one of EpA's top 10 popular websites.

This paper will present the key concepts of the ETV Program. ETV provides independent,m third-party verification of the performance of cost-effective innovative technologies and processes that provide an environmental benefit, hence accelerating their entrance into the marketplace and reducing the implementation risk of end users. The end product of the verification process for each technology is a Verification Statement, a summary of the testing and results, signed by the EPA and its partner testing organization, which the vendor can use to market its rpoduct. ETV is a voluntary program that seeks to make objective performance information available to all of the players in the environmental market place for their consideration and decision-making. Each center has a least one stakeholder group respresenting vendors and proivate and public customers for that pilot's technology focus. The program does not rank, certify, approve, or disapprove technologies. For the RCRA 2002 meeting, results from verifications conducted int he ETV pollution prevention pilots will be presented, including projections for solid and hazardous waste reduction from the verified technologies.
