Description:
The Jones Island Confined Disposal Facility (CDF) is a 44 acre in-lake area that receives dredged material from Milwaukee Harbor and the surrounding waterways. Some of those materials are contaminated with industrial waste and urban run-off. The CDF is nearing the end of its design life and storage capacity, and siting new facilities is expensive and difficult. The Army Corps of Engineers, which run and administer the dredging and CDF program is looking into ways to beneficially reuse the material in the CDF, either as soil, construction fill, or as building materials. This demonstration shows a potential process for characterizing the site and treating those areas that need to be cleaned in order to meet Wisconsin regulations for beneficial reuse. The EPA is working with the Corps to test phytoremediation of PAHs, PCBs, and other organic contaminants on the site. This presentation will explain the national problems of decreasing CDF capacity and present the Jones Island case as a possible model for engineering a solution that is environmentally and economically sound.
