Some say environmentalism started with Rachel Carson's book entitled Silent Spring. This best seller in addition to decades of the effects of pollution on people's lives surely contributed to help shift public opinion regarding the environment. This "shift" culminated with the birth of a new federal agency on Dec. 2, 1970 called the Environmental Protection Agency, or EPA. EPA's mission is to protect human health and to safeguard the natural environment --air, water, and land--upon which life depends. The Clean Air Act, and subsequent amendments provide the backbone legislation on which this agency operates.
