Description:

The Contract Administrative Tracking System (CATS) was developed in response to an ORD NHEERL, Mid-Continent Ecology Division (MED)-recognized need for an automated tracking and retrieval system for Cost Reimbursable Level of Effort (CR/LOE) Contracts. CATS is an Oracle-based application that simplifies contract management and oversight; therefore, the primary CATS user is the Contracting Officer Representative (COR). However, funding officials, the Contract Officer, and their respective staffs should also find CATS output valuable. CATS provides several standardized reporting formats, as well as a reports utility that allows the design of specialized or individual customized reports. CATS can handle multiple contracts in the same database, with details on contract financial management for multiple tasks (e.g., Work Assignments Delivery Order Tasks) with differing levels of effort, staffing, other direct charges, and assigned funding. The password secured program checks invoice calculations and verifies payment amounts. CATS also allows tracking of mixed appropriations and multiple funding sources.
