Description:

A brief 1 hour oral presentation to professional staff of Cincinnati Nature Center is intended to provide a lay audience with a general understanding of how market-based approaches to environmental protection can meet (or exceed) regulatory efforts at enforcing pollution standards. The presentation will touch a number of economic concepts, including 1) private property rights and the environment; 2) the role of prices as a signal of scarcity; and 3) the need to internalize externalities. Following this brief introduction to economic concepts, the presentation will cover current market based approaches used by the Agency (tradable permits in air pollution control) and current research being conducted within NRMRL on the use of tradable permits for control of stormwater runoff.
