Description:

This report covers the calendar year 1977 and notes that the total amount of material permitted for ocean dumping declined for the first time by 12%. The table of activities for the year includes the Final Revision of Ocean Dumping Regulations and Criteria and the Final EIS on Proposed Revisions to Ocean Dumping Criteria supporting the regulation revision. A research permit was issued to the U.S. Air force for incineration of herbicide orange stockS located at Gulfport, Mississippi. The Shell Chemical company incineration was completed at the Gulf Incineration Site. Later that year, a Special permit was issued to the U.S. Air Force for incineration at sea of Herbicide Orange stocks at Johnston Island in the Pacific Ocean. This Annual Report report also contains more information on the London Dumping Convention, including a table of signatory countries, the number of permits and types of material issued by each. Several other tables on domestic implementation of the MPRSA are included in the report. 1. Permittees on an implementation schedule to phase out ocean dumping. 2. Permit activity by Region, including permittee, type of material dumped and quantities dumped. 3. The table by waste type, in tons among the years 1973, 1974, 1975, 1976, and 1977, fo rthe Atlantic, Pacific, and Gulf of Mexico. 4. The list of dumpers phased out. 5. Specific permits denied or phased out by Region II. 6. Enforcement actions 7. A chronology of events leading to the incineration at sea activities. A map of ocean dumping sites is also included. A thorough discussion of alternatives to ocean dumping of sewage sludge and industrial waste is presented.
