Description:

This report covers calendar year 1976, including activities by EPA Regions, the U.S. Coast Guard, and the Corps of Engineers. Program responsibilities under MPRSA have been delegated to the Regions for: 1. Issuance of special and interim permits in their Region 2. Site management responsibilities: EPA Headquarters is responsible for ocean dumping site designations, and issuance of emergency, research, and general permits. This report contains a detailed calendar of public hearings on permit actions, House and Senate Oversight Committee hearings, court decisions, emergency and incineration permits issued, the Interagency Advisory Committee meeting, and a two-day technical workshop on the ocean dumping criteria. Tables included in this report: 1. Types and amounts of waste for 1973, 1974, 1975, and 1976 for the Atlantic, Pacific and Gulf of Mexico. 2. Permit Activity that includes the permittee, type of material dumped, and quantities dumped. 3. List of ocean dumping permits not granted or phased out. 4. Permittees on implementation plans to phase out ocean dumping 5. Ocean dumping sites for municipal and industrial wastes – locations on a table and on a map. 6. Table of enforcement action taken. 7. Dumpsite designation and monitoring surveys. The Regulations and Criteria were revised in 1976, and the Final was published January 11, 1977. In support of the new criteria, a Technical Workshop had been held in 1976 and an EIS prepared on the results of the meetings. A copy of the Act is appended.
