The first Annual Report to Congress on the Marine Proteciton, Research and Sanctuaries Act (MPRSA) marks the end of unregulated disposal of wastes at sea by the United States. This report addresses pollution at sea, Congress' intent to regulate dumping and the transportation for dumping into the territorial sea and beyond the territorial jurisdiction of the United States. The Act also bans dumping of chemical, biological, or radiological warfare agents and high level radioactive wastes. This report describes the original permit program, and plans for determining where wastes may be dumped under a permit. The International Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter is introduced. The current status of ocean dumping is summarized by EPA Region.
