Description:
Under this task, technical support is provided to Regional Remedial Project Managers (RPMs)/On-Scene Coordinators (OSCs) at Superfund, RCRA, and Brownfields sites contaminated with hazardous materials by the Technical Support Center (TSC) for Monitoring and Site Characterization. The TSC provides scientific and technical assistance in the characterization of hazardous contaminated sites and associated site contaminants. State-of-the-science methods and technologies are identified and applied to identify contaminants, determine their levels and concentrations, and identify their geographic distributions for remediation planning. Specific assistance provided by the TSC includes: sampling and monitoring design; special chemical analyses; statistical assessment and data evaluation; surface and sub-surface geophysical processes; sampling and analytical quality assurance/quality control; field sampling and analysis; X-ray fluorescence field survey methods; and bioavailability determinations.

:All FY04 site-specific reports and issue papers (approximately 40 in total) were completed. See formal external reports below in the TIMS list.
The TSC website was revised and updated to include the ability to request assistance on-line, and download all available fact sheets, issue papers and software.
Statistical Software: "ProUCL Version 3.0 for Calculating the Upper Confidence Limit", April 2004 was made available for downloading from the TSC website and from an EPA FTP site. In addition to the software an extensive User Guide and sample data sets were prepared as part of the software download.
All FY04 Quarterly Reports were completed on time and provided to the OSWER Project Managers (see the attachment for the most recent report).
Relevance
:TSC activities performed provide direct assistance to Regional and other personnel that allows them to: (a) obtain expert assistance on the state-of-the-art field and laboratory technologies to more accurately and cost-effectively characterize a contaminated site; (b) obtain independent expert assessments of sampling strategies, data analyses, and statistical data assessments to allow for improved interpretation of the data to allow for the evaluation of cleanup/remedial options; (c) apply ORD science directly to a field situation for the transfer, translation, and validation of an ORD scientist's expertise and research and development efforts; and (d) provide expert witness testimony during litigation, upon request. The TSC addresses about 40 major and 200 short-term Superfund site requests per year.
