UNDERSTANDING THE ANCILLARY BENEFITS OF CLIMATE CHANGE POLICIES: A RESEARCH AGENDA

Climate change policies are commonly evaluated on their potential to reduce greenhouse gas (GHG) emissions. They also have potential indirect or ancillary effects on various sectors such as public health, transportation and ecosystem health. It is important to understand the magnitude of ancillary effects of climate change policies in order to have a more complete picture of the potential consequences they have for the environment and the economy.

The purpose of this research agenda is to provide guidance both to potential sponsoring agencies and to the research community on issues that are important for understanding the ancillary effects of policies on climate change. Development of this document was sponsored by the U.S. EPA's Global Change Research Program within its Office of Research and Development. The agenda originated from an Intergovernmental Panel on Climate Change (IPCC) workshop, organized by Resources for the Future (RFF) and the World Resources Institute (WRI), and sponsored by the U.S. EPA; and a review of relevant recent literature.
