Description:

Louisiana's Barataria and Terrebonne basins were nominated for participation in the NEP on October 16 1989. In his nomination letter the Governor of Louisiana stated, 'Louisiana faces a pivotal battle in the Barataria-Terrebonne Estuarine Complex if we are to do out part in winning the national war to stem the net loss of wetlands. " He went on to add that "Louisiana is committed to achieving the goals of the National Estuary Program and further stated a commitment to "... developing a financial strategy for implementing the plan [CCMP].through the use of constitutionally protected mineral revenues dedicated for wetlands restoration and conservation. On April 20 1990 the Administrator of the EPA accepted Louisiana's nomination of the basins. This was followed by award of an initial cooperative agreement on September 13 1990, with the goal of setting in motion the establishment of the BTNEP operating framework.On April 9 1991 the Administrator of the EPA and the Governor of Louisiana signed an agreement officially initiating the five year NEP process which would extend from October 1 1991 through September 30, 1996. Through entering into the agreement, EPA and the state 'committed to develop a coalition of government, private, and commercial interests to identify problems, assess trends, design pollution control and resource management strategies, recommend corrective actions and seek commitments to implementation." The ultimate goal of the agreement is the production of The Comprehensive Conservation and Management Plan of which this document is a part.
