Description:
This handbook was developed in an easily accessible yet extensive field format for use by federally designated on-scene coordinators (OSC) to guide them in assessing priorities during all phases of an oil spill response. The guidelines presented will enable the OSC to (1) determine pertinent facts about a particular oil discharge, (2) identify the resources and installations that may be affected, and (3) establish priorities for protecting and cleaning up these sensitive resources and installations. Special attention is given to response activities.
