Description:

The report summarizes results of a data collection investigation of the effectiveness of rules to control volatile organic compound (VOC) fugitive emissions from California's South Coast Air Quality Management District (SCAQMD). A leak detection survey (hydrocarbon detector screening) at two refineries in the SCAQMD and refinery records from previous inspections were reviewed. Other data was collected to evaluate the effect of screening at various distances from the source for pump and compressor seals, and to evaluate seal lifetimes or replacement policies.
