Description:

The paper gives an overview of controls for chlorofluorocarbons (CFCs). Responding to concerns regarding the potential for stratospheric ozone depletion, the U.S. has joined other nations in pursuing an international agreement to limit the emissions of fully halogenated CFCs and certain halons. To implement the Montreal Protocol in the U.S., the EPA has proposed a national regulation to limit the production of these substances by the allocation of production quotas to firms engaged in this activity in 1986. Many ways exist to achieve the needed reductions. The paper discusses the various control options with some advantages and disadvantages, for the major industries that use CFCs and halons.
