Waste Minimization Opportunity Assessments Manual (EPA/625/7-88/003) is designed to assist those responsible for planning, managing, and implementing waste minimization activities at the waste generating operation and at all management levels. The Manual defines waste minimization and incentives as it describes how the assessment procedure is carried out, beginning with the planning and organizational aspects that provide the foundation through the assessment phase, evaluation phase, and option implementation phase. ince the Manual's publishing in July 1988, the Manual has been tested at various and numerous waste generating operations. he procedure is a sound, practical approach and is flexible to be adapted to the specific circumstances within a particular waste generating operation. et of worksheets useful in carrying out waste minimization assessments is included in Appendix A of the Manual to assist the user. PA has used the Manual in the conduct of waste minimization assessments within the private and public sectors and this paper will highlight some of the results and experiences. f great importance was the involvement of plant personnel in all phases of the waste minimization assessment since it is essential for the acceptance and eventual implementation of the recommended waste minimization options.
