Formalized quality assurance (QA) program requirements for the U.S. Environmental Protection Agency (EPA) have been established for more than ten years. uring this period, the environmental issues and concerns addressed by the EPA have changed. any issues, such as ozone depletion and global climate warming, have become international concerns among the world environmental community. ther issues, such as hazardous waste clean-up and clean air, remain a focus of national environmental concerns. s environmental issues in the 1980s evolved, the QA program of the EPA was transformed through the use of Total Quality Management (TQM) principles to meet the needs of the 1990s and beyond. ince 1984, the EPA has incorporated fundamental concepts of TQM into its QA program and TQM making a difference as these concepts have become integral elements of how the Agency conducts environmental programs. his includes a reliance on customer-supplier relationships to define the measures of success for determining quality in environmental programs. The QA program is structured to provide the necessary management and technical processes to effectively plan, implement, and assess the results of work performed in environmental programs. he EPA QA program for the next century is a performance-based, TQM-focused effort designed to assure sounder environmental decision-making and better environmental protection by doing the right thing, the right way, the first time.
