Chemical dispersants are one of the tools available to oil spill response personnel to control the spread of an oil slick. his manual presents information from the literature relative to dispersant effectiveness, toxicity and other environmental factors, regulatory and administrative considerations, application methods, the dispersant us6 decision process, and some practical considerations for dispersant use. t is meant to be a neutral presentation on the benefits and disadvantages .associated with dispersant use in marine waters. umerous documents have been published on the fate and effects of chemically dispersed oil, the effectiveness of chemical dispersants, application techniques for dispersants, and criteria for deciding whether to use dispersants. ost of these documents have appeared in the proceedings of the biennial Oil Spill Conferences or been published by the American Society for Testing and Materials (ASTM), the American Petroleum Institute (API), and various other U.S. and foreign sources. ecause these documents were produced by a wide variety of sources over a period of years, this guidance document complies relevant information from these sources into a concise format for the use of planners, responders to oil spills, and lay public.
