The monograph deals with disparities between public and private sector employment conditions and practices which affect the recruitment and retention of personnel. The emphasis is on state agencies because the disparities are most evident at that level of public sector employment. Salary levels are, by far, the most tangible and effective differences; thus salary discrepancies and the consequences, thereof, are discussed in detail. Attendant issues which impact public sector employment are considered. Among these are opportunity for advancement, availability of training, educational leave, the merit system, public image, professional relationships, and meaningfulness of work.
