Impact/Purpose:

The primary focus of this modeling work was to help the program office to understand the technical and economic implications to provide early guidance for rule writing. The UISIS-PNP model helps the program office to develop Economic Impact Analyses (EIA) and Regulatory Impact Analyses (RIA), which are required to support rule making. This model will be used for the MACT II RTR and NSPS – promulgation rule by OAQPS (see supporting emails below). In addition, UISIS is a multi-products and multi pollutants tool that can be used for multi regulatory compliance requirements by EPA and it will also be a supportive tool for the private industry to comply with emissions standards. The resulting decision support tool will provide modeling flexibilities and to explore emissions and least-cost scenarios for supply, supply costs, and emission control costs under various policy options. The model will give many possibilities to understand the optimal industrial behavior through aggregated results and detailed results that include units level production, capacity, emissions, energy use and intensities and controls which will be beneficial for the private sector to improve their environmental and economic performance.

Description:

The U.S. Environmental Protection Agency (EPA) has developed a model for the pulp and paper sector that provides an integrated approach for investigating, developing, and evaluating strategies for reducing the emissions of interest. The Universal Industrial Sectors Integrated Solutions model for the Pulp and Paper sector (UISIS-PNP) can identify technology options to meet various emission reduction strategies, provide estimates of the costs of these options, and indicate the potential economic responses that may be provided by the industry to accomplish these strategies.In this documentation report, we explained the data collection process and described the mathematical modeling framework of the UISIS-PNP, its objectives, and the data available for modeling. Further, we elucidate how UISIS-PNP design and implementation strategies can successfully handle the complex interactions between economic concerns and the environment thereby overcoming the challenges of sector-based analyses. The example of the UISIS-PNP emission reduction strategy analysis given for illustrative purposes only and does not reflect any considerations by the EPA. We have also provided model calibration and user manual in this report.
