Impact/Purpose:

This report documents the activities and findings from the health impact assessment (HIA) performed on the proposed Boone Boulevard Green Street Project (i.e., Green Street Project) in Atlanta, Georgia. The proposed Green Street Project is being considered by the City of Atlanta Department of Watershed Management as a demonstration project for implementing green infrastructure in the Proctor Creek Watershed that connects downtown Atlanta to the Chattahoochee River. Green infrastructure is one approach adopted by the City of Atlanta to meet stormwater management needs and address issues of urban runoff and combined sewer overflows that impair Atlanta’s streams. With the help of representatives from the community, local businesses, and government and non-government organizations, the HIA Core Project Team identified a list of recommendations that should be considered by the City of Atlanta, should the proposed Green Street Project be implemented. The developed recommendations aimed to maximize the expected benefits of the project and minimize or avoid potential harms.

Description:

The U.S. Environmental Protection Agency (EPA) Office of Research and Development and Region 4 led a health impact assessment to evaluate a proposed green street demonstration project under consideration by the City of Atlanta Department of Watershed Management (DWM). The HIA identified and investigated several community and stakeholder health concerns and evaluated the current social, economic, environmental, and health conditions with a half-mile radius around the proposed project site. Potential impacts to health were identified and characterized by available evidence and professional expertise. Recommendations for reaching beneficence were developed and submitted to the City of Atlanta, community residents, and general public. This report documents the process, methods used, persons involved, and the results of the HIA.
