Impact/Purpose:

Region 2 requested ORD/NRMRL to determine the leaching potential of a material used in Puerto Rico that mixes fly ash and other material for structural fill, road bases, and other uses. The Leaching Environmental Assessment Framework (LEAF) was used to evaluate the fly ash (EPA Method 1313) and the end product (EPA Method 1315) using the Leaching Environmental Assessment Framework to determine the leaching characteristics under a range of environmental conditions specific to Puerto Rico.

Description:

The report provides results using the Leaching Environmental Assessment Framework (LEAF) to illustrate how pH-dependence and percolation are related for a material being widely used in Puerto Rico for structural fill, road base, and other applications. Eluate concentrations from the LEAF methods were compared to indicator values provided by Region 2 for regional screening levels (RSLs) for tapwater and US national drinking water regulations. The comparison was based on a calculated indicator ratio defined as the ratio of the maximum applicable eluate concentration to the minimum indicator value. The maximum applicable eluate concentration was considered to be the maximum eluate concentration within an applicable pH range for Method 1313 or the maximum eluate concentration over the entire L/S range between 0.2 and 10 mL/g-dry for Method 1314.
