EPA’s preferred approach for regulatory emissions compliance is based upon real-time monitoring of individual hazardous air pollutants (HAPs). Real-time, continuous monitoring not only provides the most comprehensive assurance of emissions compliance, but also can serve as a process monitor that can aid in process characterization and optimization. Technologies or methods do not exist for measuring, let alone monitoring, all 189 pollutants associated with the Clean Air Act HAP list. Where continuous monitoring technologies do exist, EPA must consider the cost, practicality and data quality capabilities of available technologies when requiring continuous monitoring as a compliance option. For many individual organic HAPs, real-time continuous emission monitoring is simply not possible or practical. However, EPA has the ability to employ an indirect monitoring approach, surrogate monitoring, where individual, more reliably measured pollutants emitted may serve as emission indicators of multiple pollutants. As a result, there has been an increased interest in the development of combustion quality indicators and surrogacy relationships between the readily measurable flue gas constituents and more difficult to measure HAPs. Although, there is a dearth of information on coproduction of HAPs emitted from combustion processes upon which to establish these surrogacy associations and verifications by cosampling are necessary to provide an empirical basis for surrogacy relationships.
